- Licensed counsel must approve the operating entity, regulatory classification, Hawaii and other jurisdiction analysis, venue automation authority, and customer agreement.
- Public hosting, DNS/TLS, security operations, retention schedules, vendor contracts, and incident procedures must be proven in production.
- Every live venue must independently pass identity, location, account ownership, credential, funding, risk-limit, and minimum-size human-canary gates.
